Proposed Bylaw Amendments

On February 9, 2018 the Board of the College of Licensed Practical Nurses of British Columbia (CLPNBC) approved amendments to Sections 22, 23, 48 and 57.4 of CLPNBC’s Bylaws.  The approved amendments include:

  1. In sections 22 and 23, remove the maximum number of members on the Quality Assurance(QAC) and Standards of Education Committees(SEC) to permit the appointment of additional members to each respective committee.

CLPNBC identified that the current number of members on the Quality Assurance and Standards of Education Committees are not adequate to carry out the work required in 2018. In order to facilitate the continued work of both of these statutory committees, the Board approved amendments to define the minimum rather than the maximum number of members permitted to sit on each committee.

  1. An update to section 48(2) preamble, add subsections 48(2.1) and (2.2) and replacing section 57.4.

The amendments arise from the Registration Committee’s discretion to grant registration to mobility applicants (i.e. section 48(2) says “may grant”), and an exception to mandatory labour mobility “where the person has not practiced the occupation within a specified period of time…” (see Agreement on Internal Trade (“AIT”) Article 706(4)(b) and Canadian Free Trade Agreement (“CFTA”) Article 705(4)(b)). The AIT and CFTA leave the definition of “practiced the occupation” to regulators, as they do not provide a definition.  These sections have been amended in order to:

  • Provide clarity around the Registration Committee’s discretion in making registration decisions for Licensed/Registered Practical Nurses from other Canadian jurisdictions,
  • Clearly define the evidence of practice in the practical nursing profession required and the specified period of time one must demonstrate that practice, and
  • Provide additional clarification around the evidence the Registration Committee will accept when the practice hours threshold has not been met at the time of application. 

A copy of the above proposed amendments were distributed to BC health professions colleges and posted here on CLPNBC’s website to ensure that the public and other interested stakeholders may view the Board approved amendments in a timely manner. CLPNBC will also provide the Ministry of Health the required information to provide notification and request for feedback from other Canadian health regulators within the same posting period.

Updated December 2017

On December 1, 2017 the Board of the College of Licensed Practical Nurses of British Columbia (CLPNBC) approved changes to Schedule B of CLPNBC’s Bylaws. The approved changes will formalize granting of recognition to Northwest Community College access practical nursing education program.

In July 2017, Northwest Community College (NWCC) submitted a Notice of Intent (NOI) to offer an access practical nursing program beginning in January 2018.

CLPNBC is requesting that Schedule B: Recognized Practical Nursing Education Programs be repealed and replaced with the new Schedule B. 

A copy of the new Schedule B: Recognized Practical Nursing Education Programs was distributed to BC health professions colleges and posted here on CLPNBC’s website to ensure that the public and other interested stakeholders may view the Board approved amendments in a timely manner.
